School Liaison Officer

The School Liaison Officer's primary function is to serve as a conduit between parents, educators and the command, so military-connected children experience a seamless transition during the transfer between schools.

The School Liaison Officers can offer information on area schools and help facilitate communication between the military family on matters relating to regional public and private schools as well as home school and alternative modes of education.

The School Liaison Officer provides information and resources for military families on internal organizations as well as some local organizations.

San Diego County has 42 independent school districts. There are 9 Installation School Liaison Officers in Navy Region Southwest; 4 specifically serving the San Diego Metro area. Each school district offers unique options for students in PreK-12th grade. Enrollment is based on the residence address of the family. See the Schools tabs below for more detailed information for your area of residence.

Student school enrollments are based on the residence address of the family. Some areas in San Diego are experiencing a growth in residential communities and so neighborhood school sites might fill to grade level capacity. Please contact the School Liaison Officer to inquire and get clarification on the school districts process/policy regarding the temporary overflowing of students.

Core Services

School Transition Services (PCS Cycle): School Liaison Officers assist families with school transfers and help “level the playing field” for military children and youth.

  • Deployment Support: School Liaison Officers connect educators with the Navy deployment support system to inform them about the cycles of deployment and the tools available to assist educators in working with Navy children.
  • Command, School, Community Communications: School Liaison Officers serve as subject-matter experts for installation commanders on K-12 issues, helping to connect command, school and community resources.
  • Home School Linkage and Support: School Liaison Officers assist Navy families by gathering and sharing information on home schooling issues, policies and legislation from local school districts. They also help leverage Navy Child and Youth Programs resources to support these families.
  • Partnerships in Education (PIE): PIE creates a volunteer network of resources to support installation and community members who have a vested interest in the success of all youth.
  • Post-Secondary Preparations: School Liaison Officers leverage installation and school resources to provide graduating military students with access to post-secondary information and opportunities.
  • Special Needs System Navigation: School Liaison Officers provide information about installation and community programs and services, make referrals to the Exceptional Family Member Program, and offer assistance in navigating the administrative systems within local education agencies.

FAQ

What is a School Liaison and how can they help me?
School Liaison (SL) help by providing you with educational information on your new area (based on residence) and link you up with a SL in your next duty station if you are leaving NRSW. SLs also offer resources on deployment support, are the liaison between command, schools and military families, work with commands and schools on the Partnership in Education program, can help families navigate the special needs programs in districts, and offer information and support for Home School and Post Secondary preparation.

How do I choose a school?
We know the importance of choosing a school that best meets the needs of your military child(ren). Even though we are unable to make direct recommendations for schools, we are available to help you acquire information and research the schools in your area and within NRSW. We can provide overall information on districts as well as help you determine what schools you might be mapped to once you have a residence.

What is the Every Student Succeeds Act (ESSA)?
A New Education Law: The Every Student Succeeds Act (ESSA) was signed by President Obama on December 10, 2015, and represents good news for our nation's schools. This bipartisan measure reauthorizes the 50-year-old Elementary and Secondary Education Act (ESEA), the nation's national education law and longstanding commitment to equal opportunity for all students. The new law builds on key areas of progress in recent years, made possible by the efforts of educators, communities, parents, and students across the country. What are the health and immunization requirements?

What are the School Registration procedures?
This depends on what school district you are looking to enroll your child in. We recommend that once you establish residence, that you contact the school directly. However, one thing you can do to prepare is to use the Checklist for School Moves to ensure that you hand carry all necessary documents.

What do I do if I’m on a housing wait-list or am in temporary housing?
Most military housing areas and school districts within school boundaries of military housing are familiar with this situation. We recommend that you ask your local housing office for a letter indicating that you are on the waitlist, and will be moving into housing within 30 days. Most times this is all the schools need to proceed with registration. If you have questions or issues, please contact your SL.

What is the Interstate Compact and what can it do for my family?
The Interstate Compact seeks to make transition easier for the children of military families so that they are afforded the same opportunities for educational success as other children and are not penalized or delayed in achieving their educational goals. What options are there for before and after school care?
Before and After school care is something that has created a challenge for some families given the lack of availability. We recommend that you start looking for care early! As soon as you arrive and have registered your child in school, begin by asking your school or district what they offer. This is many times the best option, particularly if they offer on site care. If they don’t, many times the school will know what is available close to the school or in your community. If you are still having difficulty, contact your School Liaison and they will work with you to try to find other options.

What do I do if I’m moving with a child with special needs?
In the Navy, your School Liaison can help you with the special needs navigation of the school or district that you are planning to send your child(ren) to. You should also contact the Exceptional Family Member Program (EFMP) to ensure that you are enrolled and that you have all information and resources that they offer. * Please note that the Marine Corps School Liaisons do not assist with Special Needs navigation. They have an EFMP that covers both medical and educational assistance. This is important to know in NRSW, and especially in Metro San Diego since we work jointly to serve our military families.

Can School Liaison Officers advocate in an IEP for my child?
The Navy School Liaisons are not able to advocate on your behalf. In our program, we offer information, resources and help you find the right people to talk to at the school or district. If you ever have issues with your IEP or school, please call your School Liaison since we also have many community resources that can offer guidance and direct assistance.

Transitional Kindergarten (TK) (where available)
Will be charged the School-age (SAC) rate for the school year and camps. TK children will not be eligible to be placed in the SAC program until the child is 5 years of age and enrolled in kindergarten or 1st grade. Families currently enrolled in CDC and who are transitioning their child into a SAC program can begin the transition No sooner than 1 week prior to starting school. Please Note: Proof of grade level is required for enrollment. TK is not considered kindergarten.

By February 1 of each year, every school in California is required by state law to publish a School Accountability Report Card (SARC). The SARC contains information about the condition and performance of each California public school. San Ysidro School District

The coastal community of San Ysidro is located 15 miles south of San Diego and lies adjacent to the United States-Mexico International Border. Often described as “The Gateway to Mexico,” San Ysidro attracts a tremendous number of tourists annually, making it the busiest border crossing in the world.

The residents are predominantly Hispanic/Latino, but the community is enriched with a multicultural population comprised of Filipinos, African-Americans, Asians, Caucasians, and American Indians. Most of the land, extending eastward from the heart of the community, is being developed or awaiting development.

San Ysidro’s location and near perfect year-round climate offer outstanding recreational activities for ocean, mountain and desert enthusiasts. Popular pastimes include boating, fishing and attending professional sports games. Cultural opportunities include art galleries, museums and theaters in an area with a rich historical background. Home Schooling

There are no statutes in California at this time dealing specifically and exclusively with private home education or schooling at home. However, there are four legal alternatives for homeschooling:

  1. Home educators may establish a private school, based in their home, but must file a private school affidavit with the Superintendent of Public Instruction of California. 
  2. Homeschooling parents may enroll their children in a private school PSP (private school satellite program) that has filed a private school affidavit with the Superintendent of Public Instruction of California. 
  3. A child being taught by a home-schooling parent, who has valid California teacher’s credential. 
  4. The home-schooled pupil may enroll in a public school independent study program.

FAQs Based on the SLO 7 Core Services

School Transition Services

My child is ready to transition out of the CDC and I need to register my child for Kindergarten, how do I do that?
Parents can attend a Kindergarten Transition Brief that is offered at their CDC. The brief provides information such as eligibility, enrollment requirements, school options, checklists, and resources. The Naval Base Coronado School Liaison also provides this service to families on an individual basis, if needed.
 
We are PCSing this summer and the schools are closed. We have several questions that need to be answered. Who do we contact?
The first step is to look online at the district and school webpages. There you will find answers to most of your questions. If you need more information, the School Liaison Officer works year round and is available to answer your questions throughout the summer. In addition, you may also contact Coronado Unified’s Student Services at 619-522-8900 ext. 1038, South Bay Union’s Student Support and Accountability at 619-628-1602, or San Ysidro’s Student Services at 619-428-4476 ext. 3083.
 
How do I request before and after school care?
Most schools have a section on their website dedicated to before and after school care information specific to their school site. If you attend school at Silver Strand Elementary in Coronado and need before and after school care, visit https://www.militarychildcare.com where you can find comprehensive information on child care programs worldwide, conduct a customized search for the care you need and submit a request for care at any time and from any location. If you attend Village Elementary School, child care information can be found at: https://coronadousd.net/Departments/Preschool--Child-Care/index.html.

We are staying at the NASNI Navy Lodge; can my children attend Coronado schools?
While staying in temporary Navy lodging, there are designated schools for your child to attend until your family receives permanent housing. Those schools are: Village Elementary, Coronado Middle, and Coronado High School. If you move to a permanent house that is located in a different district, other than Coronado, your child will be assigned to a different school.

How do I request an inter-district transfer request?
Submit the completed application, which is available online, to your district of residence for review and release. Once the resident district has reviewed your application, they will send the signed application to CUSD’s Office of the Superintendent. Depending on your resident district, you may be able to pick up your request after review/release and hand carry it to CUSD’s Office of the Superintendent. Applications are accepted starting in March for the following school year, will be reviewed beginning in August, and are based upon space availability. Transfers are not first come first serve. Once admitted into a school, an inter-district student is generally allowed to continue at that school to the highest grade level.
How do I dis-enroll my child from school?
Over the holidays is a busy time for schools as many current students transfer to new locations. Requesting unofficial records from the school’s office at least one week prior to transferring will allow enough time for the school to make copies. Also, student obligations must be cleared before the release packet is given to the parent/guardian. This includes the following: return of library books, textbooks, and other educational materials, payment for lost or damaged materials, and lunch account must be cleared. Informing the front office at least one week prior to leaving will ensure a smooth transition from the current school to the receiving school.

Deployment Support

What deployment supports are in place for students (and their parents)?

Operation Pals, an after-school deployment club, operates at Silver Strand Elementary and Village Elementary. Students meet in sessions throughout the school year and are mentored by sailors who participate in an activities with the students, as well as assist with homework. Anchored4Life is offered to students at Silver Strand Elementary School and Village Elementary School. It is a transition and resiliency program and deployment kits and activities are offered to students that participate. Each school in Coronado has a MFLC (Military Family Life Counselor) that offers individual counseling, as well as group counseling to students for deployment support. Deployment club, military kids club, and friendship club are just a few of the options that military students can participate in. Coronado-South Bay Military Spouses meets quarterly and offers deployment support for military spouses in the community. MFLCs lead the themed interactive discussions and provide an opportunity for spouses to share their experiences and gain new insights from other experienced spouses. These meetings rotate school sites and are offered quarterly. Contact the Coronado School Liaison Officer to find out when and where the next meeting will be held. What are Federal Impact Aid Survey Cards and why are they important?
At the beginning of every new school year the Federal Impact Aid Survey Cards will be sent home to every student in the district. A separate card must be completed and returned for each child. These completed cards will result in more federal money to help reimburse the California Department of Education for the cost of educating federally connected (military and DoD civilian) children whose families do not pay California state taxes. This will mean more resources for the schools and ultimately our children. These funds help to pay for things such as text books, technology, and substitute teachers which can impact our military-connected child’s learning. Your information is not going to be shared with anyone outside the state and federal government, and the money for the school districts comes directly from the Department of Education and is based on the number of military-connected children educated by the state.
 

Homeschool Linkage and Support

What supports are in place for my K-12 homeschool students?
The Coronado-South Bay Homeschool Network meets quarterly for outings on Naval Base Coronado and in the surrounding community. Students and parents have the opportunity to network with other families that are homeschooling their children.

Partnerships in Education (PIE)

How are Navy commands providing support in the local schools?
Sailors are volunteering in the local schools by providing support for jog-a-thons, Operation Pals, fall festivals, luaus, Friday Family Fun nights, and other special events. Sailors enjoy providing community service to the local schools and have provided years of support to Operation Pals, the after-school deployment club, and the jog-a-thons.
 
What partnership opportunities are available to my command?
If your command is looking for a COMREL opportunity, contact the School Liaison. The School Liaison always has opportunities for sailors to volunteer in the local schools. The ways to volunteer are endless.
 

Post-Secondary Preparation

I have the Post 9/11 GI Bill benefit and I’d like to transfer it to my child. Can I do that?
Transferability of the Post 9/11 GI Bill is a retention tool and in order to find out if you are eligible to transfer it, you must contact the VA. The School Liaison can provide you with the contact information. Additional information can be found at: www.GIBill.va.gov


Special Needs System Navigation

My child is 3 years old and I suspect there are delays that require early intervention. What should I do?
You must first contact the Student Services Department at your neighborhood School District. There are five basic steps to become familiar with in the special education process:
  1. Referral or request for evaluation,
  2. Evaluation,
  3. Eligibility determination,
  4. Individualized Educational Program (IEP) development, and
  5. Progress Monitoring and IEP review.
My child has an IEP and I need an advocate. Can the SL advocate?
The School Liaison is a liaison between the school and the military and cannot be an advocate for a family. There are other organizations that can, and the SL can refer to those organizations. The SL’s role is to assist families in navigating the special education system within the school district and to assist with connecting you to the right people at the school or district office. The SL can also connect you to military resources that are available.

San Diego  County and San Diego Unified School District

Links to the 42 school districts in San Diego County can be found on the San Diego County Department of Education website and the Naval Base Point Loma School Liaison Officer has additional resources to assist families who are relocating to Naval Base Point Loma and San Diego Unified School District (SDUSD).

There are no DoD schools located on Naval Base Point Loma, however, there are many public schools belonging to the San Diego Unified School District located close to many Lincoln Military housing locations, including Gateway Village, Village at NTC, Admiral Hartman, Chesterton and Villages at Serra Mesa. 

Your school is determined by your residence address and you are always guaranteed your neighborhood school site within SDUSD. Determine your neighborhood in the SDUSD at School Finder.  

If you would like to choose a school other than your neighborhood school, please review the Choice Application process and all of your options in the SDUSD Choice Enrollment Guide. Be aware that the Choice application priority period typically opens on/about October 3 and remains open until on/about November 14 to apply for the following academic year.
 

Transportation

In San Diego Unified School District transportation services transportation is very limited. Students attending their residence or “neighborhood” school, in most cases, do not qualify. Transportation is also not provided for those attending a school outside of their neighborhood school through the Choice program. Some exceptions include non-public, Special Education and Magnet schools. You may review additional transportation at SDUSD Enrollment Options Transportation Information. Or if your child requires special education services, contact the Special Education office to get started.
 

Charter Schools 

Public charter schools located in San Diego County can be located at San Diego County Office of Education and California Department of Education. Each charter school of interest should be contacted for individual policies on eligibility, enrollment and application processes/procedures. As with the SDUSD Choice program, enrollment periods for these schools can be as early as a year in advance and some school sites may not have waiting lists.
 

Independent Study Public Schools

SDUSD offers is a K-12 Independent Study school that offers an alternative to traditional schools at Mt. Everest Academy (MEA). Additional Independent Study schools can be located at California Department of Education Independent Study Schools.
 

Private Schools

Private school addresses, phone numbers, school administrators, grade span, programs offered, and enrollment by grade can be found on the Private School Directory, which lists private schools that filed the annual Private School Affidavit and reported enrollments of six or more students.
 

Homeschooling

There are no statutes in California at this time dealing specifically and exclusively with private home education or schooling at home.
However, there are four legal alternatives for homeschooling:

1. Home educators may establish a private school, based I their home, but must file a private school affidavit with the Superintendent of Public Instruction of California.

2. Homeschooling parents may enroll their children in a private school PSP (private school satellite program) that has filed a private school affidavit with the Superintendent of Public Instruction of California.

3. A child being taught by a home-schooling parent, who has valid California teacher’s credential.

4. The home-schooled puplil may enroll in a public school independent study program.

Special Education Navigation

The Exceptional Family Member Program (EFMP) includes identification of the family member's special needs and enrollment in the program, assignment coordination and family support.

SDUSD Special Education Department The San Diego Unified School District identifies, and assesses all students within the district from birth to 21 years of age who may have disabilities, and providing appropriate support and/or related services to those students determined by an educational evaluation.

SDUSD offers the FREE PrimeTime Extended Day Program, for elementary and middle school students with a fun and engaging learning environment during the hours most parents/guardians are working. An application must be filed and be aware that most schools have a waitlist.

SDUSD Kindergarten Enrollment Requirements Children entering Kindergarten must turn 5 on or before September 1.

What to do if we're on the housing wait-list or am in temporary housing?
In SDUSD you are able to enroll in your neighborhood school site while on a military housing waitlist for up to six months. Please request a letter from your Lincoln Military Housing representative stating you are on the housing waitlist and take it, along with all required documents, directly to the school site to enroll.

PUBLIC SCHOOLS LOCATED IN THE EAST PART OF SAN DIEGO COUNTY

The 6 school districts listed below will complete the grade levels for students in Preschool-12th grade.

Lakeside Union School District consists of 1 Transitional Kindergarten campus, 6 elementary schools, 2 middle schools, a Homeschool Flex Program, Preschool Program, and World Language Program. This district offers several school site programs for students in PreK-8th grade and is located approximately 20 miles from Naval Base San Diego.

Santee School District has 9 campuses, providing Kindergarten – 8th grade at 8 school sites, Kindergarten – 6th at one campus, Preschool, Early Admission to Kindergarten (EAK), and Kindergarten programs at various campuses.Santee School District offers STEAM opportunities and has received grants from the Department of Defense of support military students.

Lemon Grove School District is located about 10 miles from Naval Base San Diego and provides academic instruction for approximately 4,000. The district consists of 7 school sites, 5 elementary, 1 middle school, 1 K-8 school site, virtual and Preschool, Transitional Kindergarten and STEM programs and has received grants from the Department of Defense for several programs to support military students.

Cajon Valley Union School District provides instruction at 19 elementary schools and 6 middle schools. Other programs include Preschool, Transitional Kindergarten. Located approximately 23 miles away from Naval Base San Diego and participates in several TEDx events allowing students, youth, educators, and the community to participate in storytelling and hands-on activities that encourage learning about and experiencing the world in new and different ways.

La Mesa-Spring Valley School District is located approximately 12 miles from Naval Base San Diego. The district provides instruction at 22 school sites consisting of elementary and middle school, specialty academies, home independent study option and community day school. Student population is around 12,000 students in Pre K-8th grade.

Grossmont Union High School District area encompasses all the above listed school districts. The Grossmont Union High School District offers several options for students at the 18 school sites, consisting of comprehensive high schools, charter schools, a middle college high school, career technical education pathway programs and more. Student population for the Grossmont Union High School District is over 23,000 students in grades 9th-12th.

PUBLIC SCHOOLS LOCATED IN THE SOUTHEAST AREA OF SAN DIEGO COUNTY

The following 3 school districts follow a year-round school calendar and begin instruction in July and will end in early June.

National School District borders some areas of Naval Base San Diego and consists of 10 school sites and over 5200 students in grades Prek-6th grade. This district offers programs such as Gifted and Talented Education (GATE), Bilingual Education and Ocean Connectors.

Chula Vista Elementary School District with 49 schools provides academic instruction to over 29,600 students primarily in grades Kindergarten – 6th grade. This district has received Department of Defense Grants and offers a variety of programs such as, Preschool, Transitional Kindergarten, and has some charter schools. This district is the largest elementary school district in the state and will continue to expand with new schools, as new home development continues.

Sweetwater Union High School District has a student population is more than 40,000 students in grades 7th – 12th grade and more than 22,000 adult learners. The district’s 30 campuses are in the cities of Chula Vista, Imperial Beach, National City, and San Diego, including the communities of Bonita, Eastlake, Otay Mesa, San Ysidro, and South San Diego. Career Technical Pathway Programs, National Math Science initiative and the Compact for Success are some of the programs available in this district.

ENROLLMENT INFORMATION FOR PUBLIC SCHOOLS IN THE EAST/SOUTHEAST AREA

School districts in the East/Southeast area of San Diego enroll students in their neighborhood school site based on home address. Documents needed to enroll a student include, a birth certificate, immunization records, previous school records (if possible), and a form of proof of residency. Utility bills, rental agreement, rent receipts, property tax payment receipt, mortgage documents, or your Lincoln Housing Agreement are all forms of proof of residency.

If you are temporarily residing in a military lodge or hotel, you can use that address to register your child in the school site in the boundaries of that temporary lodging. A receipt will be your proof of residency.

If families are going to be staying with friends or relatives, some school districts might require a home visit along with documentation to confirm you are residing at the location before you can register your child. Documentation would include a letter from the owner of the property and current utility bill in the owner’s name. The school district might require the owner to accompany you at time of registration.

Several school districts have online registration processes for new students. The home page of the school district will have an option for online enrollment.

TYPES OF STUDENT TRANSFERS

Intra-District Transfers are transfers in which the student’s parents request their child attend a school site other than their home school site, but the school site they would like their child attend is within the same boundaries of their current school district.

Inter-District Transfers are transfers in which the student’s parents request their child attend a school site in another school district.

SCHOOL DISTRICT TRANSPORTATION

Transportation provided for students to and from a school site varies by school district. Some districts do require bus passes to be purchased and the fee varies by school district. Other school districts only provide transportation for students receiving special education support (must be written in student’s IEP).

Guidance regarding transportation is for eligible students living beyond the below distances from their home school site. Every school district has established specific guidelines regarding transportation. Fees might be charged for students to ride the bus. In addition, waivers might be granted for fees based on income.

  • Kindergarten – ¾ mile
  • 1st grade students – 1 mile
  • 2nd-3rd grade students – 1 ¼ miles
  • 4th-6th grade students – 1 ½ miles
  • 7th–8th grade students – 2 ½ miles
  • 9th-12th grade students – 3 miles

HOMESCHOOLING IN SAN DIEGO

IMMUNIZATIONS FOR ENROLLMENT

California legislation states that military students have 30 days from the date of enrollment to obtain any immunizations required by the state. PHYSICAL AND HEALTH SCREENING

California law states that all children must have a health checkup within 18 months before 1st grade or up to 90 days after starting 1st grade. K-1 Dental Exam, Oral Health Assessment, by a licensed California dental health professional is required for children entering public school for the first time (at Kindergarten or 1st grade). The Oral Health Assessment must be completed and returned by May 31st of the year of entry. Assessments done 12 months prior to school entry also meets this requirement.

SPECIAL EDUCATION

If you have a child with a disability, all school districts provide programs for students with special needs. New families with children that have an Individualized Education Program (IEP) from another state, should contact the receiving school district to begin discussions regarding support services for their children. School Liaison Officers can also discuss with parents how to navigate the special education process and connect you with the Special Education Department to assist with specific questions that pertain to your child’s needs. We encourage families with members enrolled in the Exceptional Family Member Program (EFMP) to contact their case liaison, so the medical needs of your family members are met. Private school addresses, phone numbers, school administrators, grade span, programs offered, and enrollment by grade can be found on the Private School Directory, which lists private schools that filed the annual Private School Affidavit and reported enrollments of six or more students.
 

HOMESCHOOLING

There are three legal alternatives for homeschooling:

1. Home educators (parents) may establish a private school - based in their home - but must file a private school affidavit with the Superintendent of Public Instruction of California.

2. Homeschooling parents may enroll their children in a private school PSP (private school satellite program) that has filed a private school affidavit with the Superintendent of Public Instruction of California.

3. The home-schooled pupil may enroll in a public school independent study program.

SPECIAL EDUCATION NAVIGATION

The Exceptional Family Member Program (EFMP) includes identification of the family member's special needs and enrollment in the program, assignment coordination and family support.

San Diego Unified School District identifies, and assesses all students within the district from 3 to 21 years of age who may have disabilities, and provide appropriate support and/or related services to those students determined by an educational evaluation. SDUSD offers a FREE PrimeTime Extended Day Program for elementary and middle school students that offers a fun and engaging learning environment during the hours most parents/guardians are working. An application must be filed and be aware that most schools have a waitlist.

KINDERGARTEN AND TRANSITIONAL KINDERGARTEN

SDUSD Kindergarten Enrollment Requirements Children entering Kindergarten must turn 5 on or before September 1.

SDUSD Transitional Kindergarten (TK) is offered to children who turn 5 between September 2 and December 2. TK students enter kindergarten the following school year.

MILITARY INTERSTATE COMPACT

The Interstate Compact is an article of laws to help make transition easier for children of military families, therefore be afforded the same opportunities for educational success as other children and are not penalized or delayed in achieving their educational goals. Even though we are unable to make direct recommendations for schools, we are available to help you acquire information and research the schools within NRSW. We can provide overall information on districts as well as help you determine what schools you might be zoned to once you have a residence. What to do if we're on the housing waitlist or am in temporary housing?
SDUSD allows you to able to enroll in your neighborhood school site while on a military housing waitlist for up to six months. Please request a letter from your Lincoln Military Housing representative stating you are on the housing waitlist and take it, along with all required documents, directly to the school site to enroll.
